CE 5.4 is currently being developed and is to be released sometime in the near future. The current CE works fine and gets the job done, if you are asking for a new one it's probably because you don't understand how it works, or you are trying to hack a game that detects it. Make a UCE if thats the case.

Is CE 5.4 going to have features found in UCEs but not in CE 5.3 such as auto-attach and auto-open CT?

There are new features in CE 5.4, I have a beta build of it, but I don't think DB cares what UCE's have in them. Instead, he keeps CE to be a publicly used tool with the bare bones of what is needed to get things done, and everything else is for others to add.
There are some nice new features added to 5.4 though. I'll leave DB to answer this though more thoroughly.

Funny you say this but still use it. If you think it's that bad because it's written in another language you dislike, make your own.

yes, there will be a 5.4 and it will have a few new things.
And big parts are still written in delphi. Your bug is that you don't know/own delphi

Joke != complaint. And, considering there is little/no difference in usability due to it being in Delphi, it would be idiotic not to use CE purely based on the language it is written in.
Main point is, there would be a much wider possible base of contributors if CE was written in a more mainstream language.

PS: broken support for Delphi is kinda a bug, but I don't wanna fix it by having to learn a dieing language :/
