Dude, the boot.ini file makes it so any code can not be booted. Ini stands for "initiate." This means that when you delete it, you unlock the malicious code so it can be sent o other computers. You delete the boot.ini so that it doesn't recognize that it is malicious, then you restart, then you change them to (something).exe and send them to people.

Anyway, that's the reason why Windows has a boot.ini. Anyone that makes virus' deletes it. That way Windows doesn't recognize it. Then you can make trojans and virus' and they work on other computers. I thought everyone knew...
