It detects the cheat engine code signing signature, so just compile CE yourself, or get an unsigned version from somewhere. (e.g the beta section often has links to unsigned builds)

Or just strip the signature out of the exe (I think signtool has that option)

I used a simple Tool Named FileUnsigner. In my Installation Directory were 3 .exes from Cheat Engine. I dragged all 3 of them over the FileUnsigner (Make sure it Starts with administrator privileges). After all 3 exes are clear start Cheat Engine, then start Resident Evil 7 and if everything works correctly there should be no problems anymore.

Where can I get an unsigned copy of cheat engine? I can't find one and want to test out some things on Resident Evil 7.

You can also use a tool called fileunsigner. Just google it and use it on ce exes.
