I am thinking of making a save editor for a 3DS game and was thinking if it would be possible to write it in these languages, but before I tell you which I will tell you what the editor will do:

1. Opens the save file

2. Edits the save file at a certain point (sins there is only 1 thing to modify)

3. checks if secure value is correct and in place (if not rewrites it)

4. saves the file but makes a backup of the original beforehand

5. end

here are the languages (also in which will it be easier to write this in?):

And the best language is the one you know how to program the best.

Every language you listed is able to do what you want.

There is no best / easier. It is ultimately up to you which one you feel most comfortable programming in.
