You are mostly going to be stuck with something huge and bloaty like wxWidgets or similar. C# is your better option due to WPF.

Embarcadero has been having some kind of C++ Builder Starter and Delphi Starter promotion which allowed for a "free purchase" of both licenses. Not sure if it's still going on or not.

it is.. not sure anything beats the ease of use for the power you get like with c++ builder. cool to hear about wtl! hadn't heard of it before.

I like QT's c++ gui library a lot, works well under msvc as well
