So I just grabbed this image from the net since I'm too lazy to boot up the game, this is regarding the PC version though:

There's a total of 64 cards that you can find in the game throughout the world.

You unlock weapons at 8, 16, 32, 48 and 64. They're kind of a pain in the ass to collect unfortunately so I was wondering how or if it's possible to activate them via CE?

I'm not very experienced with CE only the easy stuff like HP, XP, and managed to do some wacky moon jump-ish thing in Dark Souls 2. I've never done or created a table/practiced pointer scans though.

So I guess I'd just need some quick explanations if this is possible.

Edit: Info that might be useful is you can click on a card you have and read more about said card and you can also select/move the cursor on or over cards you don't have (though get a nuh-uh sound if you click on it)
