I would like to create a scanning system in my trainer program that only allows it to run if the player's ip is in the allowed ip file on a website or something like that... where there is a list of ips allowed... I am rather new to creating programs through CE and I am mainly wondering if this is possible...

Most ISP's issue dynamic IP addresses. I don't know if it's possible, but you might be better off using MAC address for control (or disk drive serial numbers - possibly less accurate). Both can be spoofed, depending.
