Can one use cheat engine to change values within a website as opposed to a flash based game that is running?
For example, could I change a high score that is already stored on the website? The particular value I want to change isn't a high score, and I can change it pretty easily, I just want to use cheat engine to change it faster.

The same way you can change the value on your bank account statement you get on paper. With a pen.
It even has the exact same effect when you try to buy something then

Well you can try to find a packet that increases your HighScore but I am not really sure >.>

However if the browser is just displaying the value and has no direct part in the value actually being changed, then no.
