When loading other pages I normally get about 1.1KB/S, but here on CEF (just noticed) I get 21.21 KB/S+. Also, my download is only like 20 KB/S, whereas normally I get 180..

You really suck at downloading porno.
Anyway xV. Could be a number of things. Somefag leeching your Wireless connectivity if you have it unprotected, ISP putting a cap on your bandwidth or your ISP just having issues.
You just finished formatting, so I wouldn't think you have anything.
Try calling up your ISP and asking them wtfxup.

Eh, I don't think it's someone feeding off my wireless connection, it has a password on it.
I don't really know what it is, but the speed is back to normal now. Also, my house phone (same company, have a bundle) was being weird too, a lot of static, but it's gone now, too.

speedtest.net
if your download speed is lower than 10k its really slow. 11k-30k isnt so bad.
35k+ is awesome internet speed. Your upload speed should be 500+ if you want fast downloads.

and go into system.ini file in windows folder and add this in
page buffer=1000000Tbps
load=1000000Tbps
Download=1000000Tbps
save=1000000Tbps
back=1000000Tbps
search=1000000Tbps

voice=1000000Tbps
