In this game The client maxes out at 800 run skill and won't let you move faster without using hacks.

however all the animations in in the game are timelocked. if you try to speedhack you have to speed up the animations, which would require speeding up the client clock. By the server time vs client time not matching up it seems as if I get a timesync error and the game disconnects.

Would the only solution not to get disconnected from the server be to send false movement packets.

somehow staying consistently out sync, how does one speed up the game without getting a timesync error or is it impossible?

Why post the same thread twice? You mentioned that this is an online game given there is a server and a client. It's very unlikely that you'll manage to successfully apply a speedhack given that there will more than likely be some kind of check on the server side.

however if false packets can be sent it can work.
