you need to call adb forward in a windows command prompt (use adb.exe)
you're calling it from the android shell which is the wrong one

is it possible bluestack 3 has different settings, has anyone else successfully run ceserver x86 on bluestack 3?

have you installed the android development tools ? it usually comes with an adb.exe you can use. (windows does not come wirh it by default)
do not run adb forward from hd-adb, but perhaps you can run hd-adb forward from cmd.exe

nvm, I think I figured out what I was doing wrong. the adb window running from the bstweaker appears to be internal, so its exactly the same as using the terminal inside bluestacks, in the end, I switched over to Nox and it runs perfectly with cheatengine, I just have to find a way to automate the whole process.

I ended up getting it done with Nox. I think what I was doing wrong was using the bstweaker adb window, since I'm pretty sure its the same as using the android one.
