Hey everyone, I am trying to figure out this file its a .dat file and I guess now allowed by the board. It controls the card library for Duel generation on Android. I have no idea how to open and how to edit it. IF anyone could help me figure it out that would be awesome I have tried everything!

Decompile the APK for the game and find where in the Java code its reading the file and how it's reading it. Android hacking is fairly easy since you have access to the code of most apps due to no or poor obfuscation.
