I wanted to build a cheat on top of cheat engine, a small window with buttons to press to do stuff, instead of having to edit things in the tables. Is this what Lua scripting is? If yes, can somebody give me a few tips? If not, is it possible to create an API such as this? Just like: "change value of X to Y", stuff like that.

Lua can do what you mentioned but no that is not "what it is". Lua is a scripting language that can be embedded into other applications (in this case, Cheat Engine) and extended to work with your own custom functionality and so on, such as what CE does with it. You can use the trainer generator thats built into CE and combine it with a Lua script to create a simple trainer. Check this section for various examples.
Also inside of the main Cheat Engine folder, you should find main.lua, this has all the exposed functions that are custom to Cheat Engine for Lua.
