If you are planning on using Ultimap2, go with a 6 series CPU.
Not real reason for going with these new CPUs for any other reason.
I have the i7 4790k myself and Ultimap2 is the only reason why I might consider the upgrade - but it ain't going to happen at the current price tag.

CE requires fast RAM.
Be sure to look at the timings as they are just as important as clock speeds.
I have 32Gbs, CE is the only one actually taking advantage of it today so you're good with 16.
Fallout 4 with the ultra-hd texture pack eats about 7; add a few mods and it will go up with 1 maybe 2 - still well within the 16.

For the SSD, be sure it reads and writes 500mb/sec at least.
Get 512GB if you can afford it.

Mobo does not really matter these days. Gigabyte produces the fastest CPU to MEM and MEM to CPU transfer speeds motherboards, which you will need for CE, RAR and multimedia a lot more than you need CPU speed.
I have a GA Z97MX Gaming-5 board for my 4790k. Well, I have four of those boards, but that's a different story.

Good luck!

Yea I'm probably going to get i5 6600k same performance as i7 4790k but less expensive.

SSD 256GB is fine for me can't afford 500+ It's way much.

16 RAM - Love it Razz

z270 - Probably an older Mobo but It's fine because Mobo is not that important for Games or CE etc.. but yea It's important to have a decent one.

if you want to choose , please go for a 6th generation processor... LOL don't do the huge fault to buy the i7 4790k , I hate to say but I've experienced some bad stuff related to the 4th generation series of processors... But first of all you should worry is the socket compatibility (that changes year by year due to the fuckin business strategy, "slow down the old to enhance the new" ).
Don't buy the old ones, buy always the new ones even if the perfomance is lower (that's what I learned from most of the electronic components that are being sold right now, from smartphones to pc) ...

Most important things would be to have a solid SSD for speed purposes and fast RAM for CE.

16-32gb for RAM fastest DDR you can reasonably afford and probably an i5 unless you plan on rendering stuff it isn't worth it to go all out on an i7 for price value at the moment.

Your new build looks solid, also for GPU I'm more of an Nvidia GTX type of person as I've owned one for years without fail in performance and reliability. I've only owned one AMD Radeon card and it crapped out on me pretty early, so I haven't gone back since. Maybe it's better in 2017 though.
