Try to scan for datatype float and use changed filter only... your time might change every millisecond, but ingame you dont see it.

It's float value type.
From looking at the image, you'l beable to narrow it down easier.
Time 11:53 float value 11.XX
So do a float (Value Between) scan.
So for example if the time is 15:12, float scan between 15 and 16.
Then just search increased value.

You need to read tutorials about FPU registers, only after that you'll be able to modify correctly this opcodes.
I will give you this two cheats from my personal trainer:
Freeze time of day; Time of day;
Give me your game version, but not this way "CODEX v 1.0" because that's not a game version.
Do this: enter in game and return to main-menu, now your game version is displayed at left-bottom on the main-menu screen (example 04.02.15).

Unfortunately I can't post links at the moment, however there is a simple tutorial in cheat engine, do this:
Open CheatEngine, click "Help" menu, click "Cheat Engine Help F1", click "Tutorials" from contents, click "ASM Basics 2".
On the right pane you have some float opcodes tutorial, read carefully the "STACKS" section.
Your game version is 19.06.14.
Huh, that is an old version, I know that version 19.06.14 and all previous doesn't display their version on main-menu.
"Freeze time of day":
Basically you found the code for this, it is: SpinTires.exe+6B20CF - fst dword ptr [edi+10]
That code copies the value of st0 to memory, you have to nop that code (replace with NOP), that way the new time wont be copied therefore will stay fixed (freezed).
"Time of day":
This is a pointer, here you can change the time,
in cheatengine click "Add Address Manually", tick "Pointer", change "Type" to Float.
This is the base address: 00BFD3BC; And this is the offset: 10 (only one offset)
If you still have troubles I will attach this two as a ce.table.
