How do I cheat?

And after finishing, TuneUp Utilities 2014 was installed. i tried deleting it, nope. Tried ending task and then deleted every single file like an idiot. Deleted them all, except for a dll. I tried deleting it, but it said that it is "running" I used windows uninstaller, said its already uninstalled, dll still there. How can I delete this.. Help. (Not yet solved)

Try restarting your system then delete it again. The DLL was loaded by the system so its in use, typically restarting without the application there anymore will free it. (Assuming it's not set to auto-load on the system via the registry.)

Reboot.
Also, always use the windows software (un)installer first before deleting files

Try rebooting to safe mode, if it is a virus you can easily delete it while in safe mode.

| I'm not sure why cheatengine has to bundle adware like this with the program anyways.

It's what keeps Cheat Engine free. Dark Byte makes nothing off Cheat Engine outside of donations, which are probably few and far between given the age range that most people seem to find and use this tool. So a bundled installer that offers side-installs is a manner of advertisement to gain some money.
