Those 2 hosts have that Fantastico auto installer. It installs it for you within a few clicks.

As if it weren't easy enough.
Most certainly build your own forum, that way it's ad free and you can actually mod it.

Forums hosted on servers such as 000webhost don't have ads, and you have complete ftp access to modify any file any way you like...

Cheat engine is a free forum which we can use, but it is hosted by Dark Byte.

Recommended
ForumMotion.com - 100% Free, and the forum is generated instantly when you register, and an easy to use admin page.
110mb.com - This is one of the first hosts for the cheat engine site, they give you about 110mb of space (which is good for a free hosting). You can go to the phpBB website and download phpBB3 and upload it to your site.
Other
000WebHost.com - Compared with Zymic's servers, sites using 000WebHost.com are fast to load. Also, they have [5] Free Email accounts for each Free sub-domain you have. But the downside of this hosting site, is that if mysql queries take to long to load, you get reported. Their disk space is 10gb, and their max file size is 2mb(upload by page), or 3mb(for FTP).
Zymic.com - Their hosting takes longer to load, and requires more logins which make it more secure, but more annoying. Their Disk Space is 5gb, and max file-size is 15mb. Zymic has less features, including NO Email accounts. Their MySQL is VERY slow.
Both of those sites are good for starting out a forum, but if your website gets popular and you want it to have like a main page and other stuff just like Cheat Engine's site does, then I recommend using 110mb.com, because after your site gets popular and needs more hosting, and bandwidth; you can easily export the database from 110mb.com, and import it to a new host. But with ForumMotion, you cannot export the database from it...
Out of both, I strongly recommend 110mb.com. My site that I currently have is just me testing out PHP coding, I use 000webhost.com
