RPG Maker VX is the best if you want a top-down style RPG.
It's easy to use, fun to play with if you aren't serious, but if you are then the scripting engine allows endless possibilities.

I still like rpg maker xp, because it's actually FLEXIBLE.
Vx is too restricted graphics-wise, and there really is no improvement in scripting since you can get rgss2 in xp.
Anyways, go with either vx or xp, VX for people that are just starting out and want an easy way to do things, and xp for actually making something the way you actually want it.

How is XP more flexible than VX?

Well, for one, in vx you need separate tile-sets for different layers.
In vx you are restricted to only 5 tile-sets
In vx there is a limit on the size characters can be
In vx the default graphics are awesome.
In xp you set what tile is layered on each tile-set, but there is no need to switch
In xp you can have as many tile-sets as your hard drive can hold, but can only use 1 on each map
In xp there is absolutely no limit on the size tile-sets and characters can be as long as it's in the power of 32.
In xp the default graphics aren't as good as vx.
I'm not saying that vx is a worthless piece of shit, but i do think it's just rm2k3 with better graphics. Might i also add that this is my own opinion, and everyone has their own; I'm not trying to start a fight or anything.

I'm not looking for a fight, just curious.
You have some valid points, except for 1 thing.
In XP, you mentioned the unlimited tilesets bit.
That's great and all, but it doesn't support layering.
In VX, I'm sorry to correct you but you don't just get 5 tilesets.
You get 5 tileset layers, and 1 tileset per layer, but the tileset can be as large as you want.
Basically you fit everything on 1 tileset, and distribute the layers for a proper z-order.
This may be more work, but I think it's an awesome feature.

That's sort of like what xp does, you configre the tileset before you actually end up using it.
There is up to 5 layers too, like in rmvx.
Anyone that is not sure on which one they'll choose, read up on this thread:

and see which one you would enjoy the most, because they have different "styles", and what is left out is usually replaced with something else.
