You have to tell us for what type of game? (IE. FPS, RPG, or Puzzle)

Best free one that can be used all around in my opinion, is the Steam Engine.

I'd say Havok Engine, but that would require knowledge of programming.

X-Quad Editor looks nice to me, though I haven't tried it.

FPS Creator is also fine with me, though I still haven't attempted to import models, so I don't know how that'll work out.

I'd also say DarkGDK, if your actually looking to code from scratch in C# or C++. You always have XNA though.

Just mod an existing engine from a popular game.

Source engine / Unreal / CryEngine all come to mind...

No, they are all 100% free to mod to your hearts content. Typically, all the gameplay code is exposed, but none of the low level engine stuff is.

You can certainly create entirely new games that bear no resemblance at all to the original and nothing's stopping you from distributing them either... for free.

Here's a pretty fun example of a Unreal Tournament mod.

I suppose it Game Maker because it easy and simple to make game 2D but to make 3D game it more hard because you will need some pratice with script and programming.

I've been using Ogre + Newton(For Physics) for a while.

If you are a good c++ programmer, you won't regret choosing ogre Wink
