doesn't they have something like pentool too ?
also.. I can be dont with MSpaint curve tool but its more tricky

Those are as shit as photoshop, not sure if there are any free ones though.
Also keep in mind that cell shading doesn't make it vector art T.T
Edit: The MSPaint curve tool can't be used for vector art...

No, you understood part of what vector art is.

As for the last comment, I prefer flash over illustrator because of the shitty brush tool in Illustrator.

yeah, you are right I misunderstood the concept of vector graphics
what I said is that MS paint do work with vectors >.>
and it kinda does its just that it doesn't let you modify the already stored data.
the curve tool ask you 4 things
Initial point1, Ending point2, Bezier corner curve distribution from point1, Bezier corner curve from point2
It makes the curve out of a vector but it just prints the curve in the graphic making the vector data disappear. that was my misunderstanding about the vector art concept.
