Is there something in 3DSM that makes hair actually look like strands of hair? Kinda like in Poser.

hair and fur, but it looks too realistic for this model xP
here, I made a quick hair and fur render xP
with low hair count and low passes so it doesnt look good but you get the point, it just ... the hair is too detailed like to be in the model

I know x_x its just .. modeling an anime face is really complicated xP

In my opinion it looks better with the hair and fur thing. You should try adding fabric textures to the clothes etc/.etc/.

making it hi detailed will make render times longer for example, a frame with hair and fur ussually its 1 minute per frame

I'm going to animate the character so I'll just stay with the plastic like hair
also xP

cloth will be animated with cloth reactors, so expect gravity and stuff reacting on it
